		<description>Tim Geithner and Treasury are claiming success for the TARP as banks like Bank America are repaying these funds.  In truth, the money came from American savers whose interest income has been kept by the banks by paying out zero interest.  As Mike highlights, this forced some savers to buy higher risk securities that went up in value (by virtue of this demand).  The banks either sold these securities at higher prices or revalued them higher in their existing &#039;toxic&#039; portfolios thus propping up their capital levels allowing them to repay TARP funds.  Thus, the American saver is being used by the financial system; an implicit tax on savings repaid TARP not the banks.</description>
